2026 City Budget
The city’s proposed 2026 budget focuses on maintaining high-quality services and investing in the community’s future. Priorities include improving streets and utilities, strengthening long-term financial health, and supporting the staff who deliver essential city services.
After years of constrained budgets, the city is taking responsible steps to sustain service levels. While the levy increase will impact taxpayers, Crystal residents continue to receive strong value for their dollar compared to neighboring cities.
Residents are invited to share feedback at the budget input opportunity on Dec. 2 at 7 p.m. at city hall.|
Climate Action Plan Underway
The Crystal Sustainability Commission, with direction from the city council, is developing Crystal’s first Climate Action Plan—supported by a Minnesota Pollution Control Agency grant. The “Resilient Crystal” initiative focuses on protecting our environment, lowering energy costs, and building a healthier, more resilient community for everyone.
As planning begins, residents are encouraged to share their ideas by completing the Climate Action Survey and joining the “Diary Project 2035” for storytelling at
go.crystalmn.gov/resilient.
Your input will help shape community priorities and imagine what a thriving, sustainable Crystal could look like in 2035, whether that means cleaner air, more trees, safer walking routes, or energy-efficient homes.
Strategic Planning for 2025-2027+
The council launched a strategic planning process to shape Crystal’s priorities for the next 2–3 years. As part of this process, the city will also be developing a longer-term, comprehensive community vision that looks at the next 25 years. This forward-looking initiative will engage council members, staff, and the public to define goals in areas such as infrastructure investment, public safety, economic development, and environmental resilience, while ensuring the plan reflects community values and remains adaptable to changing needs.

Town Center Vision Process
The council is continuing work on its long-term vision for the city’s Town Center area near Bass Lake Road and W. Broadway.
To guide future redevelopment, the council approved a one-year pause on major new projects while staff and consultants refine plans for a more walkable, mixed-use, and transit-friendly district.
During this time, the city is reviewing zoning rules to better support the vision, such as encouraging higher-density housing, mixed-use development, and improved pedestrian connections. The Town Center Vision process will include opportunities for community input before final adoption in 2026.
