City Council

The City of Crystal has a Council-Manager form of government. Under this plan, the elected members of the Council set the policies for the operation of the city. The Council hires a professional city manager, who is responsible for the administration of all city business.

The City Council consists of seven members: a mayor and six council members who are elected to alternating four-year terms. Elections are held in November during even numbered years.

The Mayor is responsible for chairing Council Meetings. In all other ways, the Mayor and Council Members have the same authority and responsibilities.

Council Meetings are generally held the first and third Tuesdays of each month and are open to the public. They begin at 7:00 p.m. and are held in the Council Chambers at City Hall.

The Council ensures public participation in their decisions through input at meetings, public hearings, neighborhood meetings, advisory commissions, and community groups. Respectful public input is welcomed and encouraged. The Council has designated the following times as opportunities to hear from citizens:

Open Forum
Citizens are welcome to bring a topic to the Council's attention during Open Forum during a regular meeting. Formal action will not be taken by the City Council during Open Forum. No appointment is necessary.

Citizen Input Time
The Mayor invites residents and business owners to participate in Citizen Input Time. This is an opportunity for residents to address the mayor and city manager in an informal session about a city-related topic. No appointment is necessary. Citizen Input Time is held 6:00 to 6:30 p.m. in Conference Room A at City Hall on the third Tuesday of the following months: January, February, March, April, September, October, and November.  Call 763-531-1000 to verify the date.

The Mayor may be available by appointment during the months Citizen Input Time is not held by calling the city manager at (763) 531-1140.
